Extending high speed broadband open market review

The purpose of this Open Market Review (OMR) is to confirm the premises in Wales that do not have Next Generation Access (NGA) broadband infrastructure delivering at least 30Mbps, or where there are no plans to provide such infrastructure over the next three years.

This OMR process enables telecommunications companies to provide information on their network plans and coverage, both existing and planned.

The OMR results will define the intervention area for the Extending High Speed Broadband (EHSB) project to provide fast and reliable broadband to those premises without access to superfast broadband.

The deployment of digital infrastructure in Wales is constrained by topography and population density, which can make delivery in remote and rural Wales largely economically unviable. Publicly funded broadband rollouts including Superfast Cymru have seen, when combined with commercial deployment, superfast broadband extended to around 97 per cent of premises in Wales.

However, despite the efforts of the telecommunications industry and public sector interventions, there are still premises in Wales that do not have access to at least superfast broadband speeds. 

The Welsh Government has therefore developed the Extending High Speed Broadband (EHSB) project to provide fast and reliable broadband to those premises without access to superfast broadband. The Welsh Government has conducted a procurement to establish an open framework to deliver the EHSB project.

Under the framework, the Welsh Government intends to award a series of call-off contracts (following individual competitive selection processes), that will provide grant funding to telecoms suppliers to cover the "gap" in costs that are required to deliver superfast connections to communities / premises in Wales that would not otherwise be served by commercial operators under normal market conditions, due to the high infrastructure cost of building connections to those communities / premises. 

However, to deliver the EHSB project the Welsh Government needs to ensure that its data on the coverage of premises by broadband infrastructure is up to date. As it stands the EHSB project is informed in this regard by an Open Market Review (OMR) conducted in 2022.

The 2022 OMR identified that around 84,000 premises within Wales did not have access to superfast download speeds (at least 30Mbps). The Welsh Government is confident that the number of premises without superfast download speeds has drastically reduced since the 2022 OMR as the scope of commercial and other public sector deployments, including Project Gigabit, have become clearer. 

UK Government, through their Building Digital UK (BDUK) unit within the Department for Science, Innovation and Technology (DSIT) carry out their own rolling OMR every 4 months across England and Wales. This gathers data on suppliers delivering gigabit-capable infrastructure (of at least 1,000Mbps) however, the current provision of superfast coverage is unknown at the premises level.

We wish to work collaboratively with industry to maximise efficiency, minimise market distortion and achieve our objectives within a tight time frame. To do this, we must first identify the intervention areas which currently are not commercially viable, where no infrastructure exists or is planned to be built within the next three years. 

Once the eligibility of the premises has been assessed through an OMR, the premises identified by the Welsh Government as eligible will be grouped into an intervention area to ensure that the right areas are targeted for government investment. The intervention area will be issued to the EHSB framework suppliers so that suppliers can bid for funding to support delivery to those areas.

We invite suppliers to provide us with information about their infrastructure within Wales to allow us to carry out an assessment of existing and planned broadband connectivity. 

Please can suppliers also include in their submissions, any existing or planned (within three years) infrastructure you have gained with assistance from Government subsidy for example, Project Gigabit, Gigabit Broadband Voucher Scheme (GBVS), Superfast (NBS 2012 or NBS 2016) and Hubs (Local Full Fibre Networks, GigaHubs and Rural Gigabit Connectivity Programmes) as well as any other local body funded broadband infrastructure projects. 

By working with us, you will help to maximise the use of public subsidy to help provide ever faster, better connectivity across all parts of Wales. You will help us to identify areas which will be left out because they are not commercially viable. 

If you have existing network coverage, or plan to build infrastructure within the next three years, we actively encourage you to respond to this OMR, so that we can ensure we target the right areas for public subsidy and avoid over-building commercial infrastructure.

This Request for Information (RFI) will allow us to identify potential intervention areas for investment. This OMR RFI is concerned with the whole of Wales. The premises that are in scope for this OMR RFI are contained within the spreadsheet(s) that can be requested by Communication Providers participating in the OMR. This data has been sourced from AddressBase Premium Epoch 127, from Ordnance Survey published May 2026. You will need to complete and sign an Ordnance Survey End User license to access this data as described in Section 5. The OMR Response template will be released to providers once the Welsh Government has received the signed Ordnance Survey Public Sector End User Licence Form which can be requested by emailing EHSB.Framework@gov.wales.

Premises are classified based on their existing or planned broadband infrastructure in terms of ‘White’, ‘Grey’, ‘Black’ and ‘Under Review’ premises. There will only be subsidised build to premises which have been designated as White. The definitions of the classification are outlined below:

• White: this indicates premises where no qualifying NGA network infrastructure (i.e., capable of delivering download speeds of at least 30 Mbps) exists and none is likely to be built within three years.
• Black: premises with two or more qualifying NGA infrastructures from different suppliers being available or will be deployed in the coming three years.
• Grey premises: a single qualifying NGA infrastructure from a single supplier is available or is to be deployed within the coming three years.
• Under Review: premises where suppliers have reported planned commercial broadband coverage, but where those plans have been judged through the OMR as potentially being at risk of not being completed. 

Premises categorised as Under Review will be subject to continued monitoring and verification of supplier plans within the three-year period. The Welsh Government may request commitment from the supplier that significant progress is made within three years. If these commercial plans fall away, these premises will be mapped as eligible and form part of the proposed intervention area and so eligible for intervention. 

The Welsh Government classifies premises based on their existing or planned broadband infrastructure, as set out in Annex B. The OMR data analysis of supplier’s broadband coverage claims is undertaken at UPRN (premises) level.

What are “step change” requirements? 

The Welsh Government requires that public intervention should be able to ensure a ‘step change’ in broadband availability from that currently available as well as credible planned networks. This is demonstrated by:

• generally, download speeds must be at least doubled and upload speeds substantially higher because of the intervention when compared with existing download and upload speeds
• significant new investments in the broadband network are undertaken (i.e. investments that must include civil works and installation of new passive elements)
• the new infrastructure brings significant new capabilities to the market in terms of broadband service availability, capacity and speeds and or competition

The ‘step change’ in broadband availability shall be compared to that of existing as well as credible planned networks.

In meeting this ‘step change’ for NGA technologies, Welsh Government will expect to see that the technical solution:

• is capable of providing access speeds in excess of 30 Mbps download, not only by reference to theory and technical standards, but also by evidence of calibrated performance measurements of an existing deployment within the area of interest or a demonstrably equivalent deployment in a similar geographical environment
• must be designed in anticipation of providing at least 15Mbps download speed to end-users for 90% of the time during peak times in the target area, as demonstrated by industry-standardised or reliable independent measurements
• must show how the solution would adapt to maintain capability and end-user experience in changes to key parameters such as increased take-up and increased demand for capacity, and be able to show using clear calculations that this is both technically and commercially viable
• must have characteristics (e.g. latency, jitter) that enable advanced services to be delivered e.g. video-conferencing and High Definition video streaming to be provided to end-users as evidenced by trial results (not necessarily obtained within the target area) and
• have longevity such that one might reasonably expect increased in performance within the next 7 years

Populate with your company details and sign the Public Sector Geospatial Agreement (PSGA) End User Licence Agreement, which will be required before the Welsh Government will provide the Address Data Template, guidance document on how to complete the Address Data Template and the Annex B Supporting Evidence Template. The PSGA End User Licence Agreement can be requested by emailing EHSB.Framework@gov.wales.
    
2. As well as returning the signed PSGA End User Licence Agreement please also identify the geographic area of Wales you are interested in, this can be either all of Wales or a specific Local Authority Area/s. The Welsh Government will provide instructions for how to access a version of the Address Data Template tailored to these specific areas.

We will use this information to define the intervention areas (only) for the Extending High Speed Broadband project. 

Information provided by suppliers during this OMR will be used to produce maps to define ‘White’, ‘Grey’, ‘Black’ and ‘Under Review’ areas for NGA broadband. However, the published maps will only show the aggregated ‘White’, ‘Grey’, ‘Black’ and ‘Under Review’ broadband areas and not the data provided on a per-supplier basis.

Supplier responses to this OMR RFI must include the following:

1. A fully completed Address Data Template which provides UPRN level detail of your current and/or planned superfast broadband premise coverage. Full guidance on how to complete and submit the Address Data Template will be provided to you following the return of a signed PSGA End User Licence Agreement. For information the required data fields contained within the Address Data Template are shown as an example in Annex A.
    
2. Your completed Annex B: Supporting Evidence Template. As with the Address Data Template, this will be provided to you as a separate document for completion once you have returned and signed the PSGA End User Licence Agreement.

Welsh Government welcomes responses from other stakeholders including Local Authorities on premises that they understand cannot have or expect will not have superfast broadband coverage in the next 3 years (and beyond). For Local Authorities we would also welcome any information you have on any locally funded broadband infrastructure projects either in the planning stages, pending contract award or those currently in-delivery. Any information provided in response to this OMR should include (but need not be limited to) the UPRN, or the area (i.e. Postcode) that the submission relates to and the nature of the concern.

Please submit responses to this Open Market Review by the closing date of 5pm on 25 August 2026. Following the closure of the OMR and once submission have been evaluated, the Welsh Government plans to publish the maps showing the aggregated ‘White’, ‘Grey’, ‘Black’ and ‘Under Review’ areas.

To substantiate your existing and planned commercial coverage there are three essential areas against which the Welsh Government will evaluate your overall technology capability and to ensure overall viability of any planned investment. Our assessment will be based on the suite of evidence you provide the Welsh Government in the Annex B: Supporting Evidence Template and will include:

• technology: whether the technology you have deployed and intend to deploy is NGA capable and meets the technical criteria outlined in Section 4
• deliverability: whether your deployment plans are in line with the phases/premises passed outlined in your business plan, with the key build stages and processes outlined
• commercial/financial viability: whether you have credible commercial plans such as sufficient access to capital and whether the drawdown of your funds aligns with your deployment plan and build programme

In addition to your Annex B: Supporting Evidence Template you may also wish to provide supplementary documentation to substantiate your coverage claims such as network diagrams, business plan, deployment plans etc.

The information you provide should be consistent across all the above areas to enable and support a consolidated evaluation of your OMR submission. In addition, your populated Annex B: Supporting Evidence Template should also correlate with your Annex A: Data submission.

For Welsh Government to evaluate any planned investment and coverage claims suppliers must provide evidence as outlined within ‘Part D: Planned Investments’ of the Annex B: Supporting Evidence Template.

In assessing whether planned investments are credible, the Welsh Government may:

• review the business plans and calendar deployment plans to ensure these are consistent and in sufficient detail for each phase of the planned build
• require evidence to demonstrate credible and plausible character of the planned investment which as a minimum should include a business plan, a detailed calendar deployment plan, evidence of adequate financing, consideration of risk and proposed technical architecture
• ensure calendar deployment plans include the key build stages and when suppliers expect to undertake significant activities within their build programme such as design, surveying, acquisition, network build, network installation etc or the key processes involved in your build plan approach for design phase, survey phase, road notices/ wayleaves etc
• review funding availability to ensure it is sufficient for each phase of planned build and that the capital allocated for the specific OMR area is sufficient and is consistent with the deployment plan
• review the terms of any financing arrangements and any dependencies and assumptions associated with the financing including repayment terms, KPIs, expected ROI, whether any assistance from Government subsidy is required such as gigabit vouchers or regional subsidy schemes 
• ensure that the network design and dimensioning information provided is in line with the projections made in the business plan regarding customer connections and growth expectations

Please supplement the Annex B: Supporting Evidence Template with other documentation as you consider appropriate as you consider appropriate e.g. published reports.

Building Digital UK (BDUK)    

Part of the Department for Science, Innovation and Technology; responsible for UK government funding to support delivery of better broadband and mobile connectivity.

Black    

Areas/premises where at least two networks from different operators exist or will be deployed within the next three years.

Fibre to the Cabinet (FTTC)    

Fibre runs from the exchange to a street cabinet, then existing copper wires connect the remaining distance to each premises.

Fibre to the Premises (FTTP)    

Optical fibre is run directly to each premises, enabling a fully future proofed connection. 

Gbps

Gigabit Capable    

Download speeds of at least 1 Gbps (1,000 Mbps) delivered across a network.

Grey    

Areas/premises with only one existing or planned network within the next three years.

Next Generation Access (NGA)    

High speed networks delivering at least 30 Mbps, with optical or equivalent backhaul close enough to guarantee very high speeds, support advanced digital services, and provide higher upload speeds.

Ofcom    

The UK’s national regulatory authority for telecommunications industries.

Open Market Review (OMR)    

A market engagement exercise to determine expected private broadband deployment and identify areas without qualifying coverage or plans over the next three years.

Ready for Service (RFS)    

RFS means a service can be ordered by a Communications Provider (CP) or end user for the premises and provisioned within industry standard timescales with no excess construction charges being applied to the CP or end user directly or indirectly (ie any end user would expect to pay only a published pre-agreed connection charge, if one was to be imposed, too), unless and to the extent that such excess construction charges are incurred due to a reason directly attributable to the private land of the end user, or of any landlord of the end user.

Ultrafast    

Download speeds of at least 300 Mbps delivered across the network.

Under Review    

Areas with reported planned coverage but where plans are considered at risk; monitored for up to three years. If plans fall away, premises become 'white' and may enter a future Intervention Area.

Unique Property Reference Number (UPRN)    

A unique identifier for every spatial address in Great Britain, used throughout a property's lifecycle from planning to demolition.

White    

Areas/premises with no qualifying broadband infrastructure and none likely within three years.

The Welsh Government will be data controller for Welsh Government consultations and for any personal data you provide as part of your response to the consultation.
