This is the latest release in the series: National evaluation of Families First
Families First is a universal early intervention and prevention programme delivered by all local authorities in Wales. It is designed to prevent escalation of family difficulties by providing coordinated, multi‑agency support before needs become acute or statutory intervention is required. Families First supports parents from pregnancy through to children aged 18, or up to 25 for families with Additional Learning Needs (ALN).
The research aimed to understand the lived experiences of families using Families First, explore variation in delivery across Wales, and identify current challenges and opportunities within the programme.
The research found that families valued support provided by Families First. Many families reported improvements in their confidence and parenting skills, stronger family relationships, and better emotional well-being as a result of engaging with the services.
Families First has demonstrated resilience and effectiveness in adapting to families’ needs, for example during the COVID-19 pandemic, but faces challenges in rising demand, the complexity of family needs, and funding constraints.
Families and stakeholders recognise that it plays a crucial role in early intervention, preventing problems from worsening and improving family outcomes.
