The Fixed Penalty Notice data for:
- litter
- dog fouling
- graffiti
- fly-posting
- noise offences
- smoking related litter
between 1 April 2020 to 31 March 2021 show a significant decrease in the number of FPN’s issued by local authorities.
During this period local authority services were significantly disrupted by the COVID-19 pandemic.
This led to a reduction in enforcement activities as staff were reassigned to support COVID-19 related work, or were ill/isolating.
Also, the two national lockdowns resulted in less people visiting towns and cities where some of these FPNs are often issued. Six Local Authorities did not submit returns for this period.
