3. Legal basis
This award of Funding is made subject to the Conditions and under the authority of the Minister for Social Justice, Trefnydd and Chief Whip, one of the Welsh Ministers, acting pursuant to functions transferred under section 58A of the Government of Wales Act 2006 and under section 60 of the Government of Wales Act 2006. This subsidy scheme is made under the authority of the Subsidy Control Act 2022, in accordance with the subsidy control principles set out in Part 2 of the Act.
4. Specific policy objectives of the scheme
The specific public policy objective is to address acute labour and skills shortages in Wales by enabling safe, legal labour mobility pathways for skilled refugees and displaced people. Funding will enable Talent Beyond Boundaries to work with Welsh employers and government partners to prepare for the proposed Displaced Talent Mobility Visa, build employer pipelines, and provide targeted engagement and post arrival integration support, strengthening workforce resilience, productivity and social cohesion.
5. Purpose of the scheme
The policy objective will be achieved through targeted engagement with Welsh SMEs, development of employer pipelines linked to the proposed Displaced Talent Mobility Visa, outreach and engagement for targeted sectors and provision of coordination and post arrival integration support, enabling employers to access skilled labour and supporting workforce resilience and economic productivity.

Currently Talent Beyond Boundaries are the only organisation operating displaced talent mobility schemes of this kind. The subsidy scheme will address the element of funding attributable to direct work supporting small to medium enterprises. However the subsidy scheme is applicable to organisations operating displaced talent mobility schemes.

11. Form of support
All subsidy awarded under the scheme will be awarded by way of grants.
12. Eligibility terms and conditions
Eligibility for the scheme will be for those operating displaced talent mobility programmes, placing displaced people in sectors in Wales experiencing labour, recruitment and skills shortages. Currently Talent Beyond Boundaries are the only organisation operating this kind of scheme.
13. Basis for calculating subsidies
This should outline any required milestones or benchmarks required for specific aid intensities as well as include a summary of any conditions relating to subsidy ratios or amounts.
14. Maximum subsidy allowable under the scheme
Detailed costs and objectives breakdown provided by organisation, with further isolation of costs specific to work that qualifies as a subsidy (direct work with SMEs). These will be monitored on a quarterly basis by officials.
