The Welsh Government, working in partnership with the UK Government, jointly established the Independent Water Commission (the Commission) to provide independent advice on the future of water governance in Wales and England. The Commission published a report in July 2025 highlighting the Commission’s findings and recommendations aimed at driving a fundamental “reset” of the water sector.  

This Green Paper is a once in a generation opportunity to shape the future of water governance in Wales. It: 

  • includes the Welsh Government’s response to the Independent Water Commission's recommendations; 
  • provides an opportunity to consider where we may need changes to policy and legislation to achieve our vision for water in Wales; and 
  • helps inform debate on potential changes to the water sector in Wales.
