The Implementation Group represents a broad spectrum of the sectors who may be affected by the decision to ban. 

Chair

The Chair of the Implementation Group is Dr Emily Blackwell. Dr Blackwell is a Senior Lecturer in Animal Behaviour and Welfare at Bristol Vet School. 

Members

Although still evolving, the current members are:

  • Veterinary surgeons, Professor Tim Parkin and Dr Sarah Carr
  • Valley Greyhounds representative, Katie Bennison
  • SIS Ltd representative, Richard Brankley
  • WLGA nominated representative, Gareth Walters
  • Allan Dallimore, Regeneration Services Manager at Caerphilly County Borough Council
  • Cut the Chase Coalition’s nominations, Dr Sam Gaines of RSPCA and Vanessa Waddon of Hope Rescue
  • Scott Fryer of Battersea Dogs and Cats Home.

Where their work will be available

The Implementation Group will report to Welsh Ministers. An initial report and work plan is due Autumn 2025.

When they meet

The Implementation Group meets monthly. They review progress, set work plans and discuss issues. Additional meetings may be scheduled as needed, bringing in subject experts as necessary.
