Original consultation

We want your views on UK government and Welsh Government’s proposed approach to the identification of taxis and private hire vehicles (PHVs) for charging purposes in Clean Air Zones.

Additional information

We are consulting jointly with the Department for Environment, Food & Rural Affairs and the Department for Transport on proposed regulations which will place a duty on local licensing authorities in England and Wales to share the vehicle registration number (VRN) of all vehicles licensed.

The consultation seeks views on:

  • the creation of a centralised database of all taxis and private hire vehicles to enable their identification by those local authorities who wish to introduce a charging Class A-C Clean Air Zone in England (or equivalent in Wales)
  • the legislative route needed to place a duty on local authorities to share details of licensed taxis and private hire vehicles.
