Introduction
The Independent Remuneration Panel for Wales (the Panel) met on Thursday 1 September.
The focus of the meeting was to discuss and agree to the layout and contents of the 2023 draft annual report, the salary levels for community and town councillors and the engagement plan with stakeholders when the draft annual report is published.
The Panel also considered their budget for the remainder of 2022 to 2023 and agreed a consultation response to amended guidance to Chief Fire Officers at Fire and Rescue Authorities.
A Welsh Government official, Tom Smithson, briefly joined the meeting to discuss his role in the effectiveness review of the Panel.
Below summarises the Panel’s discussions and decisions.
Draft annual report 2023: structure and layout
The Panel considered how the draft report can be simplified and focus on only the changes that will be made for 2023 to 2024. The Panel agreed to include questions for stakeholders to respond to as part of the consultation.
Effectiveness Review
The Panel discussed how the effectiveness review will be carried out. This review is to help the Panel with their strategic plan and engagement, research and evidence strategy. Each Panel member will meet individually with Tom before stakeholders are approached.
Section 143a of the Local Government Measure 2011: amended guidance
The Panel noted and agreed to a response to the amended guidance which outlines the Chief Fire Officer role at a Fire and Rescue Authority is not within the remit of the Panel.
Budget for 2022 to 2023
The Panel agreed to amend their budget forecast for the remainder of the 2022 to 2023 financial year.
Any other business
The Panel discussed and agreed responses to two queries received by a Town Council Clerk and a member of the public. These queries asked the Panel for advice and clarification on payments made to elected members of Community and Town Councils.

The next meeting of the Independent Remuneration Panel for Wales will take place on Tuesday 20 September.
