Introduction

The Independent Remuneration Panel for Wales (the Panel) met on Tuesday 19 July 2022. This was the first meeting for the new Chair, Frances Duffy, who was recently directly appointed to the Panel.

The focus of the meeting was to discuss the recommendations on the Ten year review of the Panel, to agree on the options for salary levels in the 2023 draft annual report and to consider a forward plan for 2022 to 2023.

Ten year review

The Panel considered each of the 7 recommendations and outlined how these would be taken forward. The Panel agreed to hold further discussions at their August meeting.

Draft annual report 2023: options for increases

The Panel held a full discussion to determine the basic and senior salary payments for principal councils, national parks authorities and fire and rescue authorities which would form part of the 2023 draft annual report. The Panel also considered co-opted member payments, reimbursements for care and travel and subsistence.

The Panel agreed to put forward their proposals to stakeholders at their August meeting.

Forward planning

The Panel briefly discussed forward planning for 2022 to 2023. It was agreed that the August meeting will consist of looking at the Panel development and strategy, together with the workplan for the year ahead.

Any other business

The Panel discussed and agreed responses to queries received by a Principal Council and 2 Community and Town Councils. These queries asked the Panel for advice and clarification on determinations within the 2022 annual report.

Next meeting

The next meeting of the Independent Remuneration Panel for Wales will take place on Tuesday 16 August 2022 and Wednesday 17 August 2022. Day one will be held face to face, the first time since February 2020 and will be held at the Local Democracy and Boundary Commission for Wales.

The Panel will discuss the future development and communication strategy following the recommendations in the Ten year review report.

Representatives of main stakeholders will be invited to the meeting to inform the Panel’s proposals for the 2023 draft annual report.
