4. Specific policy objectives of the scheme

This scheme aims to address the gaps in skills support in the housing, retrofit and construction sectors. It is often found that training schemes suffer from market failure, as employers see minimal benefit to investing in skills for employees who may then leave the company, resulting in loss to the employer. This scheme aims to help motivate these employers by subsidising upskilling, such that employees receive the necessary skills to remain competitive in the industry.

5. Purpose of the scheme

The purpose of the scheme is to provide funding support to businesses looking to create programmes that help upskill their present and future employees. This helps achieve our policy objective by helping to build long term training infrastructure that can support the growth of a healthy and competitive workforce in Wales in the housing, retrofit and construction sectors.

Businesses applying to this scheme must operate in the housing, retrofit or construction sectors and must have a specific and detailed plan for the creation and delivery of training designed to upskill employees.

12. Eligibility terms and conditions

Businesses wishing to receive this funding must be based in Wales and can only use this funding for support of training for individuals who work in Wales for 51% or more of any given 12 months of work. There are no restrictions regarding the size of the enterprise which may apply, but they must operate in the relevant sectors.

13. Basis for calculating subsidies

Funding is provided at a rate of up to 100% of incurred costs of delivering and establishing the training courses. Funding is derived from collaboration with the Flexible Skills Programme (FSP) and any company receiving support under this scheme must also be eligible to receive support from the FSP.

14. Maximum subsidy allowable under the scheme
