This is the first report of findings from the three-year evaluation. The initial findings have been fed into recommendations, outlined in this report.
The aim of the evaluation is to understand how the scheme has been operating, including identifying what has been working well and what challenges there have been.
Three main recommendations were made, based on the Phase 1 findings: enhancing communication and information available on the scheme for prospective landlords; increasing resources and support for Local Authorities to deliver the scheme; and upscaling incentives for interested property owners.
