The research found that senior North Wales Police management thought of the value based decision making implementation as a major culture shift.

Whilst police staff generally welcomed value based decision making and saw it as officially condoning the use of more discretion by the frontline, they were less likely to view it as a major cultural change and staff assessments suggest its impact on their working practices was limited.
