From 24 February, the Procurement Act 2023 and Procurement (Wales) Regulations 2024 will come into force.

As part of these new regulations, we are updating our Welsh Procurement Policy Notes (WPPNs) to reflect these changes.

The update includes:

  • updated terminology
  • a new referencing system

Please note, the updates do not constitute a change in policy. Existing WPPNs will remain applicable to all procurements commenced before 24 February 2025. These WPPNs will be known as ‘legacy’ WPPNs.

Ahead of the go live date, we are launching a new WPPN webpage on GOV.WALES which will host the updated WPPNs and PPNs. Some WPPNs, for example ‘WPPN 03/20: Post-EU Transition Public Procurement Including Find a Tender Service (FTS)’, will not feature on the new webpage as they have been retired or replaced by the new procurement regulations. For procurements commenced under the old regulations, users will need to access the ‘legacy webpage’. An update will follow once the new regulations come into effect.
