Procurement Reform and Commercial Policy

links with the UK government to ensure that there is no misalignment between the UK Procurement Reform Bill which focuses on procurement processes and the Social Partnership and Public Procurement (Wales) Bill which focuses on social outcomes of procurement
provides procurement policy advice, set standards and checks outcomes against delivery
works to add social value, improve value for money, and drive best practice internally and across the Welsh public sector.

provides best practice advice on procurement and commercial governance for departments within the Welsh Government.
contract manages large non-ICT contracts
works closely with departments across the Welsh Government, providing advice and guidance for all procurement activity and hands on support on tender activity over £25,000.

Is split into 2 teams:

Provides a suite of eProcurement Tools including:

eTenderwales – an electronic, compliant and secure procurement system for tendering.
AWARD - an evaluation tool to support strategic, complex, or high-risk procurements.
eInvoicing – a tool for processing electronic invoices.
Dunn & Bradstreet – a tool to source financial information to support due diligence checks during the procurement process and throughout the life of a contract.
Atamis – a tool to submit, collect, analyse and report on spend information.

Supports the effective use of digital technologies, data and business intelligence across Commercial Procurement and the wider Welsh public sector.

We:

Develop and maintain management information, analytics and business intelligence products that support operational, tactical and strategic decision making.
Deliver data visualisation, reporting and dashboard solutions to provide insight into procurement activity, performance and outcomes.
Support data quality, governance and the effective use of procurement data across systems and services.
Collect and report Welsh Government framework management information
Collaborate with stakeholders across Welsh Government and the wider public sector to identify opportunities for innovation, automation and service improvement.
Provide specialist advice and support on data and reporting requirements within Commercial Procurement.

works with the wider public sector including local authorities and the Welsh NHS to develop and deliver collaborative national framework agreements
puts policy into practice and aims to deliver the best deal for the Welsh public sector embracing social value and value for money

supports a programme of wider procurement capability development, leading on the development of courses and skills building to support the Welsh public sector.
