How you can raise awareness of the scheme and help families register for a Baby Bundle.

First awareness raising of the Baby Bundles programme should take place at antenatal appointments around 16 weeks of pregnancy, from 23 September 2025.

First registrations should be completed at antenatal appointments around 25-28 weeks of pregnancy, from 25 November 2025.

About Baby Bundles

A Baby Bundle contains essential items to support new parents and their babies. Baby Bundles also include useful information and advice about parenting and support programmes.

Providing a Baby Bundle will aim to remove some of the financial pressure families face in some of the most deprived areas of Wales.

What are midwives being asked to do?

Around 16-week antenatal appointment: raising awareness of the scheme

First awareness leaflets to be issued from 23 September 2025

  • Midwives should check whether each expectant parent lives within an eligible postcode for the Baby Bundle programme.

  • If the expectant parent is eligible for the Baby Bundle programme, the Midwife should give them an awareness leaflet.
     
  • Awareness leaflets will have been sent to all Health Boards.

25-28 week antenatal appointment - Registering for a Baby Bundle 

First registrations for Baby Bundles will be taken from 25 November 2025

  • Again, midwives should check whether the expectant parent lives within an eligible postcode for the Baby Bundles Programme. See list of eligible postcodes.
     
  • If the expectant parent is eligible to receive a Baby Bundle, the midwife should complete the registration form with eligible families. The midwife will be required to verify the pregnancy using their PIN.
     
  • The midwife must leave the tear off section of the registration form with the expectant parent.  This tells them how their personal information will be used.
     
  • The midwife is responsible for ensuring that each completed registration form is posted, using the prepaid envelope attached to the registration form.

Families who have been identified as being in need but live outside an eligible area

In addition to those families that live within eligible areas in Wales, Outreach arrangements will provide midwives with the flexibility to register other families, who have been identified as being in need but live outside an eligible area, to receive a Baby Bundle. 

If another professional (not a midwife) identifies a family in need, they must liaise with the relevant midwife. Midwives can use their professional judgement to confirm eligibility and proceed with supporting the family to register for a Baby Bundle. 

If a family receives a Baby Bundle for one pregnancy through Outreach, they are not automatically eligible for another bundle in future pregnancies. Each pregnancy requires the midwife to undertake a new assessment and use their professional judgment as necessary. 

An additional 10% of bundles are available through these Outreach arrangements.  Community Matrons in each Health Board will be sent data on a monthly basis which will inform them how many registrations have been made through Outreach.

Missed registrations

If an eligible family did not register for a Baby Bundle around the 25-28 week antenatal appointment for any reason, midwives are able to register them to receive one any time up until the baby is four months old. 

The first Baby Bundles will be available for delivery from early February 2026.

What happens next?

The registration forms are sent directly to the supplier who will then send the Baby Bundle to the address stated on the registration form, at around 32-34 weeks of the pregnancy. 

We will be working with Health Boards in the coming months to develop an online registration form, through the forthcoming Digital Maternity Cymru system.

Cancelling a Baby Bundle

A Bundle can be cancelled at any time. This may be in difficult, sensitive or other circumstances. 

If a family has been affected by the death of a baby and they had registered to receive a Baby Bundle, their Midwife should discuss their wishes with them. 

They may wish to still receive the Baby Bundle. The Bundle belongs to them. 

But in the event that they no longer want it, and it needs to be cancelled, midwives should clarify with them whether they would like to arrange this, or the midwife can do this for them.

If the family decides they would like the midwife to cancel the delivery of the Bundle, the midwife should call the supplier:

Calls to stop a Bundle are prioritised by our Customer Service team. 

All calls will be confidential.

If the Bundle has already arrived at the family’s home, again, the midwife should discuss with the family how they would like it collected. Collection can either be arranged directly by the supplier, or the midwife can collect it, and the supplier will arrange to collect it from the midwife at another location.
