Today, I am pleased to announce the launch of a 12-week public consultation on our draft 10-year strategy to prevent and respond to child sexual abuse in Wales

This ambitious strategy presents the Welsh Government’s vision for a comprehensive, cross-government, and whole-system approach to tackling child sexual abuse in all its forms. It marks a significant moment for Welsh Government, practitioners, parents, and children across Wales, setting out a long-term commitment to prevention, protection, and support.

The strategy has been co-produced with adult victim-survivors and sector partners, including the NSPCC, Barnardo’s, the Centre of Expertise on Child Sexual Abuse, and the Lucy Faithfull Foundation, ensuring it is grounded in lived experience and expert insight. It responds directly to stakeholder feedback calling for a longer-term vision to address the complexity of child sexual abuse and drive cultural change.

The strategy includes a dedicated focus on supporting adult victim-survivors, alongside actions to prevent abuse, protect children, and help families recover. It is structured around four strategic outcomes:

  • Prevent child sexual abuse
  • Protect children affected by abuse
  • Support children and families to recover
  • Support adult victim-survivors to recover

We recognise that child sexual abuse can take many forms — including online and offline exploitation, and abuse involving individuals or groups, such as group-based child sexual exploitation.

To ensure momentum and measurable progress, it is proposed that the strategy will be delivered through a series of three-year delivery plans. These plans will provide a clear framework for action and maintain a sustained focus on impactful change and continuous improvement.

I encourage individuals, organisations, and communities across Wales to take part in the consultation and help shape this vital work.

I want to express my sincere thanks to the victims and survivors who have shared their experiences with us. Your courage and honesty have been central to shaping this strategy. I also thank our partners and stakeholders for their continued support and commitment.
