This report presents the findings of an evaluation of four core Welsh Government export support programmes delivered between 2017-18 and 2023-24.
This is the latest release
Summary of findings
The programmes - International Trade Development (ITD), International Trade Opportunities (ITO), Overseas Business Development Visits (OBDV), and Overseas Visits and Exhibitions (OVE) - form part of the Export Action Plan, which aims to help Wales-based businesses grow their export activity and broaden Wales’ export base.
The evaluation assesses the impact of these programmes using a mixed-methods approach, including surveys and interviews. Findings show that the support has contributed to increased export sales, market expansion, and job creation among supported businesses, with trade missions and overseas visits identified as particularly impactful. Beneficiary businesses also reported improved market awareness and confidence, with some indicating they would not have pursued exporting without support.
The report also highlights areas where improvements could be made, such as clearer guidance for specific industries and more extensive communication about available support. Overall, the programmes offer strong support and have made a positive difference to exporting businesses in Wales.
As international trade continues to evolve and new challenges arise, these export support programmes remain a vital tool in helping Welsh businesses succeed internationally and strengthening Wales’ position in the global economy.
