Framework updates.
Media buying, integrated marketing campaigns and PR services
We have published the tender notice for our new media framework, with submissions due by 19 December. To view the notice, visit Sell2Wales (login required).
To access tender documents, visit the Proactis Supplier portal. The documents are available under reference RFX1000007 entitled WGCD Media Buying, Integrated Marketing Campaigns & PR Services Framework.
The new framework will succeed 2 current agreements which expire shortly. The expiring frameworks are:
- Integrated marketing campaigns and PR services (NPS-CS-107-20), which will expire on 14 December 2025.
- Media buying services (III) (WGCD-PCS-116-22), which has been extended and will expire on 31 March 2026.

The evaluation will take place during January and February 2026.
Waste bags and recycling products
We have recently concluded the award of the new waste bags and recycling products framework.
Our new framework provides access to a wide range of waste collection products, aligned to the requirements of the Well-being of Future Generations Act, the Welsh Government Waste Collections Blueprint, WRAP Cymru, social value and sustainability policy.
The latest version of the Waste Collections Blueprint specifically recommends use of this framework when purchasing in this category.
Products available include single-use refuse sacks, food liners and caddies, reusable hessian bags, kerbside containers and boxes.
