This report aims to:
- outline the theoretical rationale and empirical evidence underpinning PBAs
- identify case studies of PBAs to community engagement and support that have been implemented in Wales
- identify themes of facilitators and barriers across these approaches which can be used as a starting point to develop a best practice framework for the use of PBAs in Wales
