Summary
The Social Partnership and Public Procurement (Wales) Act 2023 places duties on Welsh Contracting Authorities to carry out public procurement in a socially responsible way to improve the economic, social, environmental and cultural well-being of their areas. These duties apply when a Contracting Authority designs, conducts, awards or manages a public contract as defined in the Act (Sections 21–24).
Welsh Ministers may investigate how a contracting authority has carried out public procurement. This may be about a specific procurement or its procurement activities more generally under the Act (Section 41).
Stakeholders can notify Welsh Ministers of concerns relating to how a Contracting Authority has approached a procurement covered by the Act.
The Socially Responsible Procurement: Concern Notification Form is for stakeholders who believe that a Contracting Authority listed in Schedule 1 of the SPPP Act has not complied with its socially responsible procurement duties.
This form ensures that Welsh Ministers receive the information necessary to support transparency, compliance and learning across the Welsh public sector.

- raise concerns about a specific procurement they are involved in or intend to participate in
- report concerns about a contracting authority’s compliance with the Procurement Act 2023
- report concerns about compliance with contract or framework rules
