This report presents findings from qualitative research with EOTAS practitioners and local authority representatives exploring the realisation of the Curriculum for Wales in EOTAS provision (including Pupil Referral Units).
This is the latest release in the series: Formative evaluation of Curriculum for Wales
The formative evaluation of Curriculum for Wales adopts a mixed methods approach including surveys of senior leaders and practitioners, surveys of parents/carers and learners, longitudinal case studies to understand schools’ curriculum realisation journeys, and several topic-based qualitative studies exploring specific elements of Curriculum for Wales. It aims to provide a broad qualitative and quantitative picture of how the reforms are working, how practice is changing and how these changes are being experienced by practitioners, learners and their families.
The research involved fieldwork with 36 participants, including EOTAS practitioners and local authority representatives, conducted between June and October 2024 and led by Bangor University and supported by Arad Research. The sample drew from nine PRUs, nine local authorities and 10 non-PRU EOTAS providers from regions across Wales.
The report presents findings on:
- how EOTAS providers are supporting learners to develop knowledge, skills, and experiences in line with the Curriculum for Wales Framework
- how EOTAS providers have approached curriculum and assessment design
- how key stakeholders are collaborating to support EOTAS learners
- whether EOTAS providers have access to professional learning and support to assist with curriculum and assessment design
The Welsh Government has considered the findings of the report and published a response.
