Overview
The Red Meat Industry (Wales) Measure 2010 (‘the Measure’) sets out the basic parameters of the levy by which the red meat industry is supported financially. The funds raised are spent on developing and promoting the various activities set out in Schedule 1. The “read meat industry” refers to all activities involved in breeding, keeping, processing, marketing and distributing cattle, sheep and pigs (alive or dead) and products derived from those animals (apart from milk and milk products, fleece wool and hides).
The Measure:
- removes the need for a Senedd Cymru Sponsored Public Body to be in place for the purposes of managing the development and promotion of the Welsh red meat industry
- makes the Welsh Ministers directly accountable for that industry
- introduces a new delegation agreement between the Welsh Ministers and Hybu Cig Cymru - Meat Promotion Wales to provide a flexible framework which is capable of supporting alternative mechanisms for the determination and collection of the red meat levy

Coming into force
Sections 17 to 19 came into force at the end of the two-month period following Royal Approval (in other words on 11 July 2010), in accordance with section 18(1). The remaining provisions of the Measure come into force in accordance with provision made by the Welsh Ministers by order, in accordance with section 18(2).

Consideration of the legislation by the Senedd
The Measure was introduced on 19 October 2009 by Elin Jones MS, who was the Minister for Rural Affairs at the time. The Measure was passed by Senedd Cymru (known then as the National Assembly for Wales) on 10 March 2010:
