What are regional transport plans?
Regional transport plans (RTPs) set out improvements to travel over the next 5 years.
Plans are the responsibility of local authorities, working together as Corporate Joint Committees (CJC).
There are 4 CJCs in Wales, one for each region:
- north
- mid
- south-east
- south-west

RTPs give local representatives a greater say in how money is spent on transport in their region.
They replace local transport plans, which were prepared by individual authorities.
What a plan includes
Regional transport plans should consider the needs of all who live, work, or travel in an area. This includes freight and commercial traffic, pedestrians, and people with mobility issues.
Plans should focus on:
- making the best use of existing transport infrastructure
- improving access to public transport
- encouraging people to walk, cycle or wheel more often
They must also:
- be consistent with Llwybr Newydd, the Wales transport strategy
- be appropriate for the geography and needs of the region
- take into account the guidance for Corporate Joint Committees
Approving the plans
Regional transport plans need approval from the Welsh Government.
Welsh ministers have the power to accept or refuse the plans.
If refused, a CJC must submit another plan to within a specific timeframe.
Once approved, a plan has immediate effect.

The 4 regions consulted on their draft plans and we have approved the final RTP for each region.
North
