What are regional transport plans?

Regional transport plans (RTPs) set out improvements to travel over the next 5 years.

Plans are the responsibility of local authorities, working together as Corporate Joint Committees (CJC).

There are 4 CJCs in Wales, one for each region:

  • north
  • mid
  • south-east
  • south-west

RTPs give local representatives a greater say in how money is spent on transport in their region.

They replace local transport plans, which were prepared by individual authorities.

What a plan includes

Regional transport plans should consider the needs of all who live, work, or travel in an area. This includes freight and commercial traffic, pedestrians, and people with mobility issues.

Plans should focus on:

  • making the best use of existing transport infrastructure
  • improving access to public transport
  • encouraging people to walk, cycle or wheel more often

They must also:

Each CJC must also explain how it will achieve the ambitions in its regional transport plan. This is called a delivery plan.

Approving the plans

Regional transport plans need approval from the Welsh Government.

Welsh ministers have the power to accept or refuse the plans.

If refused, a CJC must submit another plan to within a specific timeframe.

Once approved, a plan has immediate effect.

Regional transport plans affect everyone, so everyone is invited to view the plans and offer feedback.

North

South-west

This region covers:

  • Carmarthenshire
  • Neath Port Talbot
  • Pembrokeshire
  • Swansea

South-east

This region covers:

  • Blaenau Gwent
  • Bridgend
  • Caerphilly
  • Cardiff

  • Rhondda Cynon Taf
  • Torfaen
  • Vale of Glamorgan
