Overview
The Regulation of Registered Social Landlords (Wales) Act 2018 (the Act) amends existing legislation, particularly the Housing Act 1996, to remove the elements of central and local government control which led to the decision by the Office for National Statistics to classify registered social landlords as Public Non-financial Corporations. This allows for the reclassification back to Private Non-financial Corporations.

Coming into force
Sections 19 and 20 came into force on 14 June 2018, which was the day after the Act received Royal Assent. Section 19(2) of the Act provides that the other provisions of the Act come into force when one or more orders are made by the Welsh Ministers.

Consideration of the legislation by the Senedd
The Bill was introduced by Carl Sargeant AM, Cabinet Secretary for Communities and Children (at that time) on 16 October 2017 and subsequently Rebecca Evans AM, (the then) Minister for Housing and Regeneration, became the Member in charge of the Bill from 9 November 2017. An Explanatory Memorandum was originally prepared for consideration by the Senedd alongside the Bill. This has now been revised and updated to reflect the final form of the 2018 Act.
The Act received Royal Assent on 13 June 2018.
