This report focusses on providing an early assessment of the impacts of the Act, and a continued assessment of the process of implementing the Act.

This Phase 2 report presents findings from fieldwork undertaken between October 2023 and July 2024.
The aim of phase 2 of the evaluation is to:
- assess the progress of the implementation of the Act
- determine the success of the Act in meeting it’s intentions
- assess the early impacts of the Act on landlords, contract holders, and the rental sector overall in Wales
The phase 2 findings focus on:
- awareness and knowledge of the Act
- the support advice and guidance available to landlords and contract holders
- how easy or difficult it was to meet the Act’s requirements
- the improved security of tenure for contract holders
- the simplicity and consistency of the processes
- the improved housing standards and safety
- any potential unintended consequences of the Act
The report also includes considerations for phase 3 of the evaluation.
