This report reviews the international evidence on the environmental, social, and cultural impacts of visitor levies in various global destinations.

Research was commissioned in summer 2023 to review international evidence on the non-economic impacts of a visitor levy. This was part of the development of visitor levy legislation, a Programme for Government commitment.
The main aims of this research were:
- to collect and report how visitor levy revenues are spent in various global destinations and analyse their governance systems
- to review the environmental, societal, and cultural impacts of this spending
- to identify commonalities and differences in governance across these destinations
- to make recommendations for future governance of visitor levy revenues in Wales
