Review of the Landfill Disposals Tax Communities scheme (LDTCS)

The review sought to understand the operation and impact of the LDTCS in delivering its aims and supporting Welsh Government policies and priorities.

Section 92(4) of the Landfill Disposals Tax (Wales) Act 2017 which states ‘the Scheme must be reviewed at least once in the period of 4 years beginning with the day on which it was first published’.

The aim of the review is to understand the operation and impact of the LDTCS in delivering its intended aims and supporting Welsh Government policies and priorities. Specifically looking to understand:

  • the application process and the ongoing management of the scheme
  • the outcomes and impacts of the Scheme, including contributing to wider Welsh Government priorities
  • the Schemes value-for-money
  • the future direction of the Scheme
