The report sets out research findings and recommendations to aid service improvements, extending entitlement to younger children and improve monitoring and evaluation.

These include:

  • significant variation in service delivery across Wales was identified
  • recommendations for a future optimised and extended service which:
    • adopts a whole education system approach to future service delivery with an identified set of core features
    • extends provision to children aged 4 to 11
    • has a child-centred ethos
    • is accessible through a range of referral routes
    • is delivered by professionally registered, specialist counsellors with a diverse range of identities
    • is treated as part of a range of wrap-around support for mental health and wellbeing
    • assesses and records the mental health of children and young people using services before, during and after they take part in counselling
    • is developed, piloted, tested and refined – starting with a small number of local authority areas, prior to roll-out across Wales
  • additional monitoring of service, including demand and capacity
