Overview

The Social Care Charges (Wales) Measure 2010 (‘the Measure’) became law in January 2010 but was subsequently repealed by the Social Services and Well-being (Wales) Act 2014 (Consequential Amendments) Regulations 2016.

The Social Care Charges (Wales) Measure 2010 provided the Welsh Ministers with powers to develop a more consistent framework for local authorities when charging individual service users for non-residential social care services, with the aim of reducing the inconsistencies that existed at the time.

Coming into force

Sections 17 to 19 came into force at the end of the two-month period following Royal Approval (in other words on 17 May 2010), in accordance with section 18(2). 

The remaining provisions of this Measure came into force in accordance with provision made by the Welsh Ministers by order, in accordance with section 18(3).

Consideration of the legislation by the Senedd

The Measure was introduced on 29 June 2009 by Gwenda Thomas AM, who was the Deputy Minister for Social Services at the time. The Measure was passed by Senedd Cymru (known then as the National Assembly for Wales) on 19 January 2010.
