Welcome and introductions

The chair opened this extraordinary meeting with the purpose to endorse a pan-Wales work programme and agree a phased approach for delivery. The work programme to be presented to the Wales Resilience Forum for sign-off in December.

The chair shared his reflections from the recent weather and the devastating impacts during Storm Claudia, and the partnership were provided with an overview of staff changes within the Welsh Government.

Minutes of the last meeting

The minutes of the last meeting were agreed as an accurate record of proceedings.

Pan-Wales work programme and operational subgroups

Following the last meeting, a working group (from the Partnership membership) had been formed to review and revise the work programme.  In addition, feedback had been collected from the wider membership. A revised programme was developed, which supported the short- and some medium-term priorities set out in the Wales Resilience Framework delivery plan.

Following agreement that an operational subgroup structure was a suitable, flexible, model for operational delivery, a suite of subgroups and task and finish groups were identified as a mechanism for delivery of the work programme.

Partnership members were asked to reflect on how they could support and contribute to the delivery of the work programme.

Decision: There was unanimous agreement on the overall programme with some small amendments, which would be presented at the Wales Resilience Forum for final approval on 18 December 2025. 

Next steps

Partnership members were asked to share the details of the work programme within their organisations and networks to inform others about the Partnership’s activities.

The next meeting has been scheduled to take place on 12 February 2026.
