These terms tell you about the rules relating to your access and use of the Wales Safeguarding Repository (WSR).
Who we are and how to contact us
WSR is operated by Cardiff University of 30-36 Newport Road, Cardiff, CF24 0DE and Welsh Government of Cathays Park, Cardiff, CF10 3NQ ("we" or "our").

By using the WSR you accept these terms
By using the WSR, you confirm that you accept these terms of use and that you agree to comply with them.
If you do not agree to these terms, you must not use the WSR.
Permitted use of the WSR
To be entitled to use the WSR you must be both a permitted user and your use must be for a permitted purpose.
To be a permitted user, you must have registered with the SUSR Coordination Hub who will provide you with a username and registration token. You may use the registration token to access the WSR once only. On first access you must create a password for future login. This will be for a 12 month period.
A permitted user may only use the WSR for the following permitted purposes to:
- identify primary learning from previous reviews as part of an ongoing SUSR and to inform the development of the terms of reference for the review by highlighting previous recommendations that should be taken into consideration
- improve safeguarding practice and learning of professionals such as police officers, social workers and those working in health and social care
- produce annual thematic reports
- research emerging themes
- undertake training needs analysis
- undertake historical review analysis and data extraction
- facilitate evidence-based research
- identify and develop good practice guides
You may not use the WSR for any other purpose whatsoever without the prior written consent of the Single Unified Safeguarding Review Senior Policy Manager, SUSRWales@gov.wales, SUSR Coordination Hub who may withhold (or impose conditions in respect of) consent in their absolute discretion.
Confidentiality of materials accessible by way of the WSR
You acknowledge the highly sensitive nature of material held on the WSR.
You must not seek to reverse engineer the identity of persons referred to in the WSR.
You must not disclose to any person any information relating to a SUSR report (or Adult Practice Review, Child Practice Review, Domestic Homicide Review or Mental Health Homicide Review) or sensitive information relating to any person referred to in the WSR that is not already widely publicly available.
We may make changes to these terms
We may amend these terms from time to time. Every time you wish to use the WSR, please check these terms to ensure you understand the terms that apply at that time.
We may make changes to the WSR
We may update and change the WSR from time to time to reflect changes to legislation, good practice, the experience of our users or technology or otherwise as we consider appropriate in our absolute discretion. We will try to give you reasonable notice of any major changes.
We may suspend or withdraw the WSR
The WSR is made available free of charge to permitted users.
We do not guarantee that the WSR, or any content on it, will always be available or be uninterrupted. We may suspend or withdraw or restrict the availability of all or any part of the WSR at any time.
We may transfer this agreement to someone else
We may transfer our rights and obligations under these terms to another organisation or organisations or to only one of us.
You must keep your account details safe
If you are provided with a username and user registration token or create a password as part of our security and registration procedures, you must treat such information as confidential. You must not disclose it to any third party and must use your best endeavours to keep it secure.
We have the right to disable any username, registration token or password, whether chosen by you or allocated by us, at any time, if in our reasonable opinion/judgement you have failed to comply with any of the provisions of these terms of use.
If you know or suspect that anyone other than you knows your registration token, username or password, you must promptly notify us SUSRWales@gov.wales.
Duration of registration
Your registration will last for 12 months at which point you must renew your registration. We will notify you of the need to renew closer to the relevant date.
You will be expected to complete and return a survey at the end of your annual registration and prior to commencement of any new registration.
How you may use material on the WSR
You may only use material and data on the WSR for the permitted purposes noted above and not for any other purpose whatsoever.
We are the owner or the licensee of all intellectual property rights in the WSR, and in the material and data available on or through it. Those works are protected by copyright law and database rights. All such rights are reserved.
You are permitted to view in the document viewer and download any original practice review document that you have access to. You are permitted to export and save any search results. You must not modify any materials or data available on or through the WSR.
WSR user outputs
If you create an output, for example a thematic or topic based report or publication for research/policy purposes and practitioner learning, using information from the WSR you must provide a copy of the report or publication to the SUSR Coordination Hub at SUSRWales@gov.wales. You must agree to the following:
- As author of the new output, you will ensure disclosure risks have been fully considered when using material from the WSR with any other external materials used. You will ensure the identify of any individuals referred to within the WSR have not been re-identified within the new output.
- Such a report or publication may be used by the SUSR Coordination Hub to share any thematic learning more broadly and, to the extent that any intellectual property rights reside in such document, you grant a perpetual, irrevocable right for us and the Coordination Hub to share and make reference to such reports.
- Authorship of outputs should be clearly made and an acknowledgement of the WSR’s contribution included in the document.
How to report errors and bugs
If you become aware of any error or bug affecting the WSR you may contact us at SUSRWales@gov.wales.
We do not guarantee that the WSR will be error or bug free. Nor do we undertake to respond to any error or bug reports within any particular time, though you will note that it is generally in our interests to ensure confidence and reliability of the WSR.
Our responsibility for loss or damage suffered by you
We do not exclude or limit in any way our liability to you where it would be unlawful to do so. This includes liability for death or personal injury caused by our negligence or the negligence of our employees, agents or subcontractors and for fraud or fraudulent misrepresentation.
We exclude all implied conditions, warranties, representations or other terms that may apply to the WSR or any content on it.
We will not be liable to you for any loss or damage, whether in contract, tort (including negligence), breach of statutory duty, or otherwise, even if foreseeable, arising under or in connection with:
- use of, or inability to use, the WSR
- use of or reliance on any content displayed on the WSR
- in particular, we will not be liable for:
- loss of profits, sales, business, or revenue
- business interruption
- loss of anticipated savings
- loss of business opportunity, goodwill or reputation
- loss of data including loss of any thematic document
- any indirect or consequential loss or damage
Your personal data
We will be processing your personal data on behalf of Welsh Government in the context of your use of the WSR. Welsh Government are data controllers of the WSR.

Uploading content to the WSR
Unless you are employed by the SUSR Coordination Hub or a member if the WSR team at Cardiff University, you must not upload (or attempt to upload) any content to the WSR.
You must not delete or adapt or attempt to delete or adapt any of the existing contents of the WSR.
We are not responsible for viruses and you must not introduce them
We do not guarantee that the WSR will be secure or free from viruses.
You are responsible for configuring your information technology, computer programmes and platform to access the WSR. You should use your own virus protection software.
You must not misuse the WSR by knowingly introducing viruses, trojans, worms, logic bombs or other material that is malicious or technologically harmful.
You must not attempt to gain unauthorised access to the WSR, the server on which the WSR is stored or any server, computer or database connected to the WSR. You must not attack the WSR via a denial-of-service attack or a distributed denial-of service attack. By breaching this provision, you would commit a criminal offence under the Computer Misuse Act 1990. We will report any such breach to the relevant law enforcement authorities, and we will co-operate with those authorities by disclosing your identity to them. In the event of such a breach, your right to use the WSR will cease immediately.
Which country's laws apply to any disputes?
These terms of use, their subject matter and their formation (and any non-contractual disputes or claims) are governed by the laws of England and Wales as applied in Wales. You agree to the exclusive jurisdiction of the courts of England and Wales sitting in Cardiff.
