This report presents a Theory of Change logic model representing the outcomes, outputs, activities and inputs of the All-Wales Wildlife and Rural Crime Coordination Programme.
The context, assumptions, risks and data monitoring of the Programme are also explored within this report.
The report summarises the findings from a documentation analysis and qualitative research with Welsh Government staff, the WRC coordinator and enforcement and non-enforcement stakeholders.
