The Welsh Government has today published its latest statistics on affordable housing provision in Wales and they tell a powerful story of delivery and determination.
When we set our target of an additional 20,000 low-carbon homes for rent in the social sector by 2026, we knew it was ambitious. But we also knew how much it mattered. That’s why we backed our commitment with over £2 billion of investment - the largest ever investment in social housing in Wales. And today’s data shows that investment is delivering results.
In 2024–25, 3,643 additional affordable homes were completed across Wales - a 12% increase on the year before and the highest total since records began in 2007.
By May 2026, we are forecast to have delivered 18,652 low-carbon homes for rent within the social sector – and the pipeline of delivery that we have established is expected to deliver a further 1,652 units by the end of 2026, bringing the total to 20,304.
This programme is made up of high-quality brand-new homes, alongside acquisitions and refurbishments of long-term empty properties that have an important role to play in providing a safe, secure roof over the heads of individuals and families most in need and somewhere to call home.
This represents the strongest period of social housing delivery in nearly two decades, achieved despite the challenges of recent years - from the pandemic and inflation to supply-chain pressures caused by Brexit.
Housing remains one of this Government’s top priorities - because a fairer, healthier, more prosperous Wales begins at home.
I want to thank our local authorities, housing associations, small and medium sized builders and community partners whose dedication and collaboration have made this possible.
To improve the timeliness and transparency of data, management information provided by delivery partners has been included within today’s statistical releases. This enables more timely monitoring of housing delivery linked to Welsh Government funded programmes.
The ad-hoc statistical release published today sets out expected delivery against this commitment to the end of the Senedd term and beyond.
