When I was appointed as First Minister of Wales and published my Ministerial Code, I said that the people of Wales should expect their government to uphold the highest standards of public life. A responsibility that transcends parties or affiliations. I am committed to ensuring that this government operates with integrity, transparency, and accountability, guided by the principles set out in the Ministerial Code.
Central to the changes I made to the Ministerial Code was the introduction of an Independent Adviser on Ministerial Standards. They will provide impartial advice and support and conduct investigations when required to ensure these high standards are upheld. The Independent Adviser will also provide advice to former ministers on applications under the business appointment rules, a role formerly undertaken by the Advisory Committee on Business Appointments.
I am pleased to announce today that I have appointed Melissa McCullough to the role of Independent Adviser on Ministerial Standards. Melissa has extensive experience in ethics and professional standards in the public sector. Her impressive track record serving as Commissioner for Standards to several UK and Channel Island legislatures makes her an excellent and knowledgeable appointment for Wales. I look forward to working with Melissa in this vital role in upholding the highest standards of integrity.
