Betsi Cadwaladr University Health Board was placed into special measures (level 5) on 27 February 2023 in response to serious concerns about governance, leadership, and performance. The third annual special measures progress report, which reflects the progress made by the organisation and the challenges which remain, is published today. 

Over the past three years, Betsi Cadwaladr University Health Board has demonstrated areas of progress under special measures. However, serious concerns remain, especially in relation to operational performance and timely access to safe and quality planned care and urgent and emergency care. Too many people are waiting too long for care, including cancer services, in North Wales. Betsi Cadwaladr University Health Board must deliver rapid and sustained improvement to ensure people receive safe and timely access to high-quality planned care, cancer and urgent and emergency care services across North Wales.
