One of the fundamental principles of our Additional Learning Needs (ALN) system is the development and protection of a bilingual system. The Additional Learning Needs and Education Tribunal (Wales) Act 2018 (the ALNET Act) establishes the statutory duty on Welsh Ministers to review and report on the sufficiency of additional learning provision (ALP) in the Welsh language.
Welsh-medium ALP sufficiency is about ensuring that learners have access to the appropriate resources and support in the Welsh language to meet their individual needs. The first such review is due to be completed and published by 1 September 2026, exactly five years after the implementation of the Act on 1 September 2021.
Following a robust and transparent procurement process the review contract has been formally awarded to independent research organisation Arad Research. This review is a vital component of our commitment to ensuring the highest standards within our education system, providing an essential mechanism for assessment, reflection, and continuous improvement.
I look forward to the outcome of this important review and the valuable insights it will offer. Its findings will be instrumental in deepening our understanding of bilingual education provision and supporting the continued excellence of our education system.
