The Rights of Children and Young Persons (Wales) Measure 2011 placed a duty on Welsh Ministers not only to have due regard to children’s rights when making decisions when exercising their functions, but also to publish a report on how they have complied with the duty.

In our Children’s Rights Scheme, which was approved by the Assembly in 2014, we undertook to publish a report every two and a half years.

Today, I am pleased to publish our fifth compliance report which covers the period of October 2020 – March 2023.

The last two and a half years have been difficult for many, particularly children. I have taken the opportunity within this report to highlight of some of the ways in which the Welsh Government responded to the Covid-19 pandemic and the cost-of-living-crisis that has had, and continues to have, an unprecedented impact on so many children and their families.

This report provides an opportunity to reflect on past achievements in making sure the rights of all children are recognised, respected, and fulfilled.
