In February 2012, an expert Review Panel was appointed, under the Chairmanship of Professor Sir Adrian Webb, to provide an informed and unbiased opinion on what form of HE provision would best service the economic, social and learner needs of the region.  The Review Panel completed its work at the end of June and I am today publishing Sir Adrian’s report.

I am very grateful to the Chair and to Panel members for the commitment they have demonstrated to undertaking this work.  The report is clear about the need for a more strategic approach, including stronger, more effective collaboration, in order to meet the current and future needs of the whole regional economy in north east Wales.  I have asked my officials to give careful consideration to the Panel's recommendations and the range of evidence which the report presents.  These include the proposed options for federal arrangements for the delivery of higher education in the region.  I shall make a further statement in the spring when I have received advice following further discussion with key stakeholders.
