The use of zero-hours contracts has generated significant public, political and media interest in recent months. Zero-hours contracts are well-established in certain sectors and occupations but there has been a sustained increase in their use over the last few years, and significant concerns have been raised about their impact on workers and their inappropriate use.

I am concerned about the use of zero-hours contracts in public services and research is therefore being commissioned on their use and impact in devolved public services.

I have discussed the research with social partners, to give trade unions and public service employers in Wales an opportunity to shape the research.

Once the research has been completed next year I will make a further statement to the National Assembly for Wales.
