The Democracy and Boundary Commission Cymru (“the Commission”) has conducted reviews of the electoral arrangements of the County Borough of the Vale of Glamorgan, the County of Carmarthenshire and the County Borough of Caerphilly. I have decided to agree the recommendations contained within the Commission’s reports on each of the local authority areas. They will be implemented without modification. 

The reviews were conducted in accordance with the Democracy and Boundary Commission Cymru etc. Act 2013. The Commission has a duty to conduct a review of all 22 of Wales’s Principal Councils every 12 years. The Commission is required to submit its report and recommendations to the Welsh Ministers for determination. In carrying out its duties and in conducting any review, the Commission must seek to ensure effective and convenient local government.

Having considered the Commission’s Final Recommendations Report for the electoral arrangements of the Vale of Glamorgan County borough area and related representations received, I have decided to agree the recommendations contained within the Commission’s report. They will be implemented without modification. 

Having considered the Commission’s Final Recommendations Report for the electoral arrangements of the Carmarthenshire County area and related representations received, I have decided to agree the recommendations contained within the Commission’s report. They will be implemented without modification. 

Having considered the Commission’s Final Recommendations Report for the electoral arrangements of the Caerphilly County borough area, I have decided to agree the recommendations contained within the Commission’s report. They will be implemented without modification. 

I have written to the Leaders and Chief Executives of the three local authorities to inform them of my decisions. 

Work will now be undertaken to progress the drafting of the Orders required to implement these decisions with the changes taking effect in readiness for the May 2027 Local Government elections.

These will be classified as local orders, on the basis that they apply only to a specific area.
