The Welsh Government’s Second Supplementary Budget for 2026-27 is published today.

This supplementary budget restates the allocations previously included in the First Supplementary Budget published on 23 June, which were not approved by the Senedd. This budget also includes an additional allocation for Additional Learning Needs, as a result of the agreement between the Welsh Government and Welsh Labour.

As was presented in the First Supplementary Budget, this budget regularises a number of transfers with the UK Government and includes adjustments to the Wales budget to reflect the impact of UK Government fiscal events.

It also presents a restatement of the 2026-27 Final Budget in line with the new Ministerial portfolios and reclassifies former ring-fenced non-fiscal resource budgets to Annually Managed Expenditure following a technical change in budget classification by HM Treasury.

The Supplementary Budget will be debated in Plenary on Tuesday 3 November.
