Mark Drakeford MS, Cabinet Secretary for Finance and Welsh Language
Today (23 July 2025) sees the publication of the Welsh Revenue Authority’s (WRA) Annual Report and Accounts for 2024-25. The document reports on the final year of delivery against their three-year corporate plan.
During the year the WRA reached a significant milestone in collecting £2 billion in Land Transaction Tax (LTT) and Landfill Disposals Tax (LDT) since it started operating in 2018. Over the years this revenue has made a considerable contribution to funding Welsh public services, such as schools and the NHS.
The WRA continues to deliver through a Welsh way of doing tax – supporting people to pay the right amount of tax at the correct time. As testament to this, during 2024-25 the vast majority of tax returns were filed on time, and correctly.
The WRA has also been working with the Welsh Government in its preparations for a National Register for visitor accommodation and Visitor Levy for Wales; making sure the legislation (due for Royal Assent in August this year) is developed alongside operational insight. I welcome the expected expansion of WRA’s role and use of its approach, as we continue to create a fair tax system in Wales.
This statement is being issued during recess in order to keep members informed. Should members wish me to make a further statement or to answer questions on this when the Senedd returns I would be happy to do so.
