Young Person’s Guarantee: process evaluation

The Young Person's Guarantee (YPG) aims to provide young people aged between 16 and 24 in Wales with an offer of support to gain a place in education or training, find a job or become self-employed. The Youth Engagement and Progression Framework (YEPF) complements the YPG. It aims to support the early identification of young people aged 11 to 18 who are at risk of becoming not in education, employment or training (NEET) and to offer appropriate forms of help.

The evaluation involved reviews of secondary sources, such as management information from, and evaluations of, relevant services and programmes, and qualitative research with stakeholders and young people in Wales.

Findings are presented on:

• the design, implementation and delivery of the YPG
• the experiences of young people of making transitions in respect to education, employment and training

Policy implications are discussed. This includes consideration of evidence-based compared to experimental approaches to engaging young people in employment, education or training and associated support services, and the need for a system-wide approach and cross-departmental and cross-government working.
