The programme has been operational since 2001 and a series of evaluations commissioned by the Welsh Government has helped identify changes that would reform and improve the programme.

In light of these the Programme was subsequently re-focused in 2012 and this is a process evaluation of its revised implementation.

In January 2014 Ipsos MORI and Wavehill were commissioned by the Welsh Government to undertake a process evaluation of the most recent phase of the Communities First programme.

The executive summary provides an overview of the Evaluation’s findings. The final evaluation report provides an assessment of the Communities First programme; analysing the implementation progress to date, reviewing its design, delivery and effectiveness, and offering recommendations and improvements for the programme going forward.
