Sections 1 and 2 of the National Health Service (Wales) Act 2006 and functions transferred under sections 58A of the Government of Wales Act 2006.
4. Objectives of the scheme
The fund is aimed at supporting the provision of supported housing and accommodation for vulnerable people in society with care and support needs. The primary objective of the HCF capital grant is to provide financial support to ensure that the delivery organisations continue developing and/or purchasing properties for people with care and support needs to live independently in their communities.

Local authorities, registered social landlords, health boards and third sector organisations are eligible enterprises.

All subsidy awarded under the scheme will be awarded by way of grants.
11. Eligibility terms and conditions
Housing with Care Fund (HCF) is provided by the Welsh Government to local authorities, registered social landlords, health boards and third sector organisations for various types of projects as capital grant.
12. Basis for calculating subsidies
For all projects under objective 1 HCF calculates its grant levels using the Standard Viability Model (“SVM”) for housing and accommodation funded investments let as social tenancies.
Due to the range and variability of projects under Objective 2, applications will be assessed, and grant rates determined on a case-by-case basis.
