Privacy notice for the public sector board members Welsh language skills survey.

Background

The Welsh Government is conducting a survey of current board members of public sector bodies to capture Welsh language skills data. This data will be provided to the Senedd’s Public Accounts and Public Administration Committee, and it will establish a baseline to guide future action by the Welsh Government.

Upon receipt of the information from the public sector bodies that are listed in the Order in Council as following the Governance Code on Public Appointments, the Welsh Government becomes the data controller for it.  

Personal information that will be collected is as follows:

  • Welsh language skills
  • public sector board
  • geographical location
  • email addresses are held for purposes of contacting Board members only

This information will be anonymised and aggregated to produce a report which shows the Welsh language skills of board members, broken down at an anonymised level of 10 and above by geographical location. The overall report will be anonymised and will not contain any further information on the above four areas.

We are processing this information under article 6(f) legitimate interest. It is our legitimate interest to do this for purposes of discussion and for future recruitment scheme planning purposes to ensure that boards are reflective of the communities they serve. 

What do we do with your information?

As the data controller, the Welsh Government uses the information we collect for the following purposes. These purposes are necessary for us to carry out our public tasks and to exercise our official authority:

1.       Statistical and research purposes (carried out in a way that ensures individual board members cannot be identified):

  • to inform, influence, and improve the public appointments process
  • to establish a baseline for guiding future actions

2.       Publication purposes (carried out in a way that ensures individual board members cannot be identified):

  • to prepare a report for the Senedd’s Public Accounts and Public Administration Committee, which will not be released into the public domain.

Who do we share your information with?

As part of the data collection process, we will share the anonymised data on Welsh language skills and geographical location to the Public Accounts and Public Administration Committee.  This information will not be published. 

It is our legitimate interest to do this for purposes of discussion and for future recruitment scheme planning purposes to ensure that boards are reflective of the communities they serve. 

How long will we keep your information?

We will retain anonymised Welsh language, location and board data only for as long as it is necessary to support planning and ensure the board reflects the community it serves.  Any personal or identifiable information will be anonymised at the earliest opportunity and handled in compliance with applicable data protection laws.

Right of access

You can request access to the personal data we are processing about you.

Right to rectification

You can ask us to correct any inaccuracies in your data.

Right to object

In certain circumstances, you have the right to object to the processing of your data.

Right to erasure

You may request that your data be erased, subject to certain conditions.

Right to lodge a complaint

You have the right to lodge a complaint with the Information Commissioner’s Office (ICO), our independent regulator for data protection.
