Review of the implementation of Baby Bundles

The Welsh Government’s Children and Families Research Branch are conducting a review of the implementation of the Baby Bundles programme. The aim of this review is to generate insights into how the Baby Bundles programme is being implemented, identify any early issues affecting programme reach and delivery, and inform both immediate service improvements and the design of an external evaluation.

As part of this review, the Children and Families Research Branch will be gathering information through a survey of professionals who may have a role in promoting, supporting access to, or delivering the programme.

The Welsh Government is the data controller for the research. The Children and Families Research Branch will remove personal data before writing up the report and will not provide personally identifiable data to others in Welsh Government unless you ask us to.

A summary of the findings from this review, together with the actions being taken in response, will be shared with Community Matrons, Health Visitors, Family Information Services, Flying Start teams and other relevant delivery partners. You can also choose to receive a copy directly by providing your professional contact details at the end of the survey.

The Welsh Government is also planning further evaluation of the Baby Bundles programme, which is expected to be undertaken by an independent research organisation contracted by the Welsh Government. At the end of the survey, you can indicate whether you would like to be contacted about taking part in this future research.

Your participation in this research is completely voluntary. However, your views and experiences are important in order to help inform Welsh Government policies.

The contact for this research in the Welsh Government is: Abigail Kelly
Email address: Abigail.Kelly@gov.wales

What personal data do we hold and where do we get this information?

Personal data is defined under the UK General Data Protection Regulation (UK GDPR) as ‘any information relating to an identifiable person who can be directly or indirectly identified by reference to an identifier’.

You will have accessed this survey via a link shared through professional networks that you are part of. The Welsh Government is distributing the survey link through Community Matrons, the Wales Health Visitor Forum, Flying Start teams and Family Information Services colleagues who are already involved in the delivery of the Baby Bundles programme and are in contact with the Welsh Government. These contacts have been asked to circulate the survey to relevant professionals who may have a role in promoting, supporting access to, or delivering the programme.

This research does not require the collection of additional personal data from you. However, at the end of this survey, you will be given the option to provide your professional email address if you would like to:

  • Receive a copy of the ‘summary of findings’ from this research, including how feedback from participating health professionals is informing the ongoing development of the programme; and/or
  • Be contacted about participating in a future evaluation of the Baby Bundles programme, which the Welsh Government is planning and is expected to be undertaken by an independent research organisation contracted by the Welsh Government.

You can choose to receive the ‘summary of findings’, be contacted about the future evaluation, or both. The Children and Families Research Branch will only use your email address for the purposes selected by you. Your participation is voluntary and if you decide later that you do not wish to take part then please contact us using the email address in this privacy notice and your details will be removed.

If you choose to provide additional personal data as part of the research we will try not to identify you from, or link your identity to, the responses you provide.

  • If you raise a query or complaint and provide personal data requesting a response, the researcher will forward the request only to the relevant official and subsequently delete it from the research data.

What is the lawful basis for using your data?

The lawful basis for processing information in this data collection exercise is our public task; that is, exercising our official authority to undertake the core role and functions of the Welsh Government.

Participation is completely voluntary. Research studies such as this are important for the Welsh Government to collect information and actionable evidence about its ability to deliver government priorities. The information collected in this research, for example, might be used to:

  • understand how the Baby Bundles programme is being delivered in practice across different areas of Wales;
  • identify opportunities to improve programme delivery, communication and guidance for professionals;
  • inform decisions about the future development of the Baby Bundles programme; and
  • support future monitoring, research and evaluation activities relating to Baby Bundles.

How secure is your personal data?

Personal data provided to Welsh Government is held on secure servers, and for this project a folder has been created that has access restricted only to the immediate research team. Your contact details and any personal data you choose to provide will be stored in this restricted folder. The researchers will not provide any personal information when reporting findings to the policy team.

When conducting surveys, the Welsh Government use a survey software programme called SmartSurvey. We have ensured that SmartSurvey is UK GDPR compliant and meets our expectations in terms of the security of any data collected via the software.

The Welsh Government has procedures to deal with any suspected data security breaches. If a suspected breach occurs, the Welsh Government will notify you and any applicable regulator where we are legally required to do so.

The Children and Families Research Branch will use the information gathered to produce a report that will be shared with Welsh Government officials to support policy development. A summary of the findings will also be shared with external stakeholders involved in delivering the Baby Bundles programme. Neither the report nor the summary will include any information that could be used to identify individual participants.

How long do we keep your personal data?

If you provide an email address, the Children and Families Research Branch will retain it only for the purposes you have selected. Your email address will be deleted within six months of you receiving the summary of findings and/or being contacted about participation in the future evaluation of the Baby Bundles programme.
