Rebecca is the Chief Executive Officer (CEO) of the Welsh Revenue Authority (WRA).

Rebecca joined the WRA in 2017 as Chief Strategy Officer. She helped develop our unique approach to managing tax as part of the senior leadership team. She also helped shape its first corporate plan.

Rebecca was appointed permanent CEO in November 2025, having served as Interim CEO since May 2025. She is responsible for leading the organisation and is the WRA's Accounting Officer.

Before becoming CEO, Rebecca held the position of Chief Operating Officer. Here she fronted the delivery of ‘Our Approach’, supporting people to pay the right tax at the right time. She also led the WRA’s work on designing and delivering future services, championing user-centred design.

A qualified tax professional, Rebecca has extensive knowledge of UK tax administration. She spent more than 10 years working for HM Revenue & Customs. Before this, she held positions at the Legal Services Commission and Companies House.

Raised and educated in Cardiff, Rebecca has spent most of her life and career in Wales. She’s passionate about people development. Women into leadership is one of several government talent initiatives she's supported.
