Steve Drowley, Education Training Standards (ETS) Wales

Steve Drowley, Chair of ETS Wales, has helped shape the future of youth work across Wales by making sure young people get the best possible support from a skilled and confident workforce.

Through his leadership, youth workers are gaining access to high-quality training, new qualifications, and opportunities to grow. 

Steve has been instrumental in developing leadership programmes for youth workers and shaping a new Youth Work Training Academy for Wales. His efforts have helped create spaces where practitioners can learn from each other, build skills, and become better equipped to support the ever-evolving needs of young people. 

Steve played a key role in growing the Workforce Development Programme, turning it into a national initiative that strengthens recruitment, improves retention, and builds a stronger, more connected youth work sector.

Judges considered that Steve had demonstrated exemplary vision, commitment and dedication and should be commended for his contribution to ensuring youth work in Wales is resilient, inclusive, and future-focused.

Tim Opie from the Welsh Local Government Association expressed: 

“Steve’s knowledge of youth work is second to none and this, alongside his valued openness, ability to communicate at all levels and balanced, considered approach has ensured his tenure as ETS Chair has been both productive and effective. Turbulent and challenging times call for strong and effective leadership and Steve has displayed this in abundance. He will be difficult to replace.”
