Summary of how we are going to evaluate the basic income for care leavers in Wales pilot.

Evaluation

CASCADE, Cardiff University is evaluating the scheme on behalf of the Welsh Government. Professor Sally Holland and David Westlake, lead the team. It started in November 2022 and will last for 4 years.

The evaluation consists of 5 programmes of work:

  1. Co-production
  2. Theory enhancement
  3. Impact evaluation
  4. Implementation
  5. Economic evaluation

CASCADE will work with care experienced young people and professionals to ensure the research is informed by and works for the young people enrolled on the pilot.

After the evaluation concludes, evaluation data will be deposited in the Secure Anonymised Information Linkage (SAIL) databank to enable further research on the long-term effects of the pilot.

Your Life Beyond Care Survey

The evaluation is informed by the Your Life Beyond Care Survey. It's run by Coram Voice, a children’s rights charity and Professor Julie Selwyn at the Rees Centre, University of Oxford.

All care leavers who are eligible to take part in the pilot will be asked to complete the survey. They will complete it twice over 2 years.
