CASCADE, Cardiff University is evaluating the scheme on behalf of the Welsh Government. Professor Sally Holland and David Westlake, lead the team. It started in November 2022 and will last for 4 years.

The evaluation consists of 5 programmes of work:

  1. Co-production
  2. Theory enhancement
  3. Impact evaluation
  4. Implementation
  5. Economic evaluation

CASCADE will work with care experienced young people and professionals to ensure the research is informed by and works for the young people enrolled on the pilot. The evaluation also includes plans to develop a research framework to understand the effects of the pilot over the longer term.
